Question for someone who knows more than I. If Bionitrogen does come up with the money to complete the EPC report, will the state still give them the money to issue bonds when they don't own land to build on? Also, from past posts, I was told the EPC was site specific although the general design could be transferred to another site without much trouble or expense. If it is site specific, could the fact they don't own land in Hendry County (which is the site the EPC was filed for) be the reason it is being held up instead of the money issue?
