They've already demonstrated they can identify and produce small batches of viricides that target new viruses in a matter of weeks. The problem is the small scale makes it impractical for human tests. To say they lied about this because it's been 10 years is quite a stretch. More realistically they must be encountering scale up issues that involve product consistency in larger volume production.
