Am I reading this correctly that no shares were issued this week? Any thoughts on whether the company did not need the cash or, possibly, a PP is coming? The company did seem to issue a lot of shares last week though.

That is a lot of dilution for only three weeks and nothing at all accomplished.
Can you imagine the dilution when or if they actually start to do some work. At the current sp 1 Billion shares after discounts may net them $1 Million. For any real work they will have to dilute many billions.
