Whoa! Cynical. Me too! It is just pure bureaucratic BS. Jobs people take to get paid for doing little to earn it...not everyone of course, but most feel overworked, underpaid (if you can believe that) and unappreciated.
Red tape allows them to postpone their work "for the good of obeying the rules" and doing what is "proper"...until (possibly like you inferred [$$]) they "have to" (when it is 'expected' by their supervisor).
Time frame for solving environmental issues.."for ever" in consideration to the 'small fries'!! GRPR just happens to be one of those.
