This has been explained to you many times.

If just 5% of the 8500+ LBSR shareholders chose to average down during the last 7 weeks as the share price leveled off at .0015, the hundreds of millions of shares sold would amount to just $470 each. A Not a great deal of money.

Gem (JB) my guess is that bag holders are averaging down, praying this p.o.s goes back up to 2 cents so they can break even.
