I take Q3/Q4 to mean inclusive of Q4, rather than no later than start of Q4, as you suggest. Initial reading suggests Q3 and also Q4, but then why list Q4 at all, is what leads me to think management's ambiguity of listing "Q3/Q4" means 'in the range of' time wise. If it was Q3 only and no later than Q4, why say Q4 at all?
