The 80% - I think that is water usage. What is wasted - in typical grow ops a lot is wasted to evaporation and drainage -

eventually they are going to recirculate the water - there are sensors that can test the water for the nutrient levels and adjust accordingly, so water is continually recirculated.

Only thing they can't control is the fact that water vapor is a natural result of photosynthesis, so when the leaves grow they lose a little water - and of course there is the plant itself is made from mostly water. These costs are currently a very small percentage of their water usage, most of it is waste.
