Hart said the same thing, one of the main reasons I decided to exit given then chance when we ran close to .01. It was invetible with the need for more financing and the lower share price. Sadly, $250,000 won't last very long, so they will continue to finance at lower and lower conversion prices after the reverse split, and the process will repeat itself over and over :-( This stock has no value for shareholders, it's simply a vehicle for management to raise $ to keep their business afloat as long as they can find someone to finance every 3-6 months.
