LOL, boy you just don't get it. You saw the actual license? The one from the SOS that gives them permission to operate in the State of California? Actually that's good news, because that means that up until now, they have indeed been operating legally in the State.
Hammer, that is most likely last years license. The license they were supposed to update. The very license they did not update this year. They went 150 days past the deadline that the SOS imposed. When they did not provide the info to the SOS, they were suspended. That's last years license. It's already expired.
Take a look at the date on that license. What does it say?
