The smells and squalor of the "normal's area" is NOT different than being downwind of a feedlot. An area's water and air and health are affected by the squalor all the way into the so-called "normal areas". Normal areas are no longer normal when the air and water are tainted. Those massively large poverty areas obviously need power (among other things) to change. WSTI can sell to the more "upscale" areas too - I don't have a bias. Sales are sales. It is clear that the normal areas get improved if the squalor is remediated.
