As overwhelming documented here and on almost every MB for every penny stock MB where somebody claims such nonsense ----- that data means NOTHING FOR OTC STOCKS and FINRA WILL TELL EVERYBODY THAT, that calls them and ask...A trade has to go through the MM on an OTC so to fill a sell order from a client, the MM "shorts" shares for a whole second to fill a "buy" order then immediately clears his "short" against the retail order "sell".
It has to be reported on the DAILY FINRA as a "short" but it is gone in one second....
