The SEC does not and cannot file criminal charges... The SEC can only file civil suits.

Many of the longs cannot sell... They're stuck with restricted stock that brokers will not accept as TECO is a Grey Market stock charged with securities fraud.

The reason why the longs are not selling is because the transaction commission probably exceeds the trade value. In other words it is cheaper to use Treaty stock as toilet paper.
