They can't do proving flights before the mini evac test pass...can you imagine the fallout if the plane went down and the slides didn't deploy? And they let the plane fly knowing that Baltia failed the test 7-8 times? ...they failed plain and simple. They have to retest successfully before proving flights.
They must have show cause by FAA to do proving flights, and they don't have that yet. This is why they are doing recurrent training to simulate proving flights so that they are ready to do proving flight as soon as they get the show cause issuance.
That slide issue is the very reason why they haven't gotten the show cause yet. FAA is looking deeply into this with Goodrich, and is working on a solution. My hope is that they will know by September 22nd, 2015.
