cbrad...happens all the time in pennyworld. Perfectly legal. The SEC doesn't monitor this type of garbage. Bigger fish to fry for the SEC. 99% of the investors lose their money in pennyworld. Only they that 'trade' on micro PPS make any money. Long term investors almost always lose their money.
