Why on earth would management delay financials just to simultaneously release some bit of news? What's the motivation to do so?

The VTCQ financials are probably not very strong. If they could announce the JV, or any significant VTCQ news, at the same time it might negate any downward pps pressure from the 10-Q. Also, it may be simply that Maury was too tied up in negotiations and sales to complete the 10-Q on time.

This is all JMO.
