The threat I imply is: repeal, seek an overturn, appeal, anything that Z can use to delay, they will!
I.E. Kaplan will need something which he's certain they can't! Suiting their terms to some extent is a real possibility because, it will leave Z without the option. However as Kaplan has already ordered that Guo appear before him, or in NY, and that they stop stalling with files etc., they would not get all of their terms, and still have little odds of any appeal.
