If the infrastructure is damage or out of date, it clearly wouldn't take much to bring it back up and running. It's not like OROT or SIRG would have to start from scratch. Isn't that CDM or whatever that engineering firm stated? Surely a good bit of research and surveying had to be done to determine if the mine is salvageable to be brought into production.
