Timeline: Do the split, wait one quarter, change the company name and ticker next quarter.

A 1000:1 split might leave this around a penny, opening a new sector of investors. If they (company) resume normal reasonable public business, the PPS sustains while trading resumes.

By then anyone in will be desperate to sell at any price, new investors come in on the 'new company PR machine' hence the pps will again sustain due to new investors seeing revenue and PR, as well as movement, so they will hold a little and sell a little, while PPS resumes movement.
