If you read the article, you'll see that these drones are nothing like a normal small drone.

As well, DSUS isn't certified as a "lone" tester for the Western Region...

Two of DS Hawaii directors did obtain an FAA 333 exemption in the Alaska region, not in the Western. As far as certification status as a tester, can you point to a link or news documenting this, please.
