The purpose of the new bill is to screw shareholders ahead of any court ruling. If the courts see any movement by Congress on a bill, they will delay ruling. This Gov is hellbent on brazen theft of shareholders. THAT has been crystal clear from the get-go.

They don't need a new bill for that...just exit conservatorship and recapitalize...quit with the side shows...let the main event begin...
