I confused on what you meant by the statement:

PPHM has clearly said that if the brokers do not vote (and neither the owners) then the vote doesn't count in the quorum.



Did you mean to say broker non-votes will be not be allowed to be counted to achieve a quorum?

If so then I believe your statement is in disagreement with the proxy statement which stated the following:

What is a quorum?
In order to carry on the business of the Annual Meeting, we must have a quorum. This means that at least a majority of the outstanding shares entitled to vote on the record date must be present at the Annual Meeting, either by proxy or in person. Abstentions and broker non-votes are counted as present at the Annual Meeting for determining whether we have a quorum.



It appears they will have no trouble in achieving a quorum.
