I think they renewed the license because it may be easier to renew than to start from scratch. I also think based on the numbers they get from the jv with I-b8 co. They can better forecast a 2016 growing season.
All the other plans may have fallen through. This is total speculation on my part. Not trying to be negative. Just trying to make sense with very little info.
