Are there any regulations against lending out shares to short sellers that are in a margin account and have a GTC sell order on them? So far as I know there aren't. I believe it is perfectly legal for brokers to lend out your shares in a margin account, whether you have a GTC sell order on them or not.
If you don't want a broker lending out your shares don't use a margin account.
