Share price and O/S are going down together. My speculation months ago was that buybacks would occur at $0.0001 over time. It's simply much more cost-effective to execute at $0.0001.

I'd guess there's no sustainable rise in price for the balance of 2015 as it'll take time for share price to consolidate, but expect some decent movement in early 2016.
