I've reread paul's mail couple of times.
His lines seem firm statements, so does not seem a response while not being informed, but a clear statement from APT towards how they look at these things.

My opinion?
Corey has been negociating this spin off for quite a while with APT and is tired of being stalles, so he wants to force APT in making a decision/point in this way....
