Because when a boat is "commissioned" the party commissioning the boat is asserting that the boat is ready to do everything it has to do.
The dictionary definition of commission is to "bring (something newly produced, such as a factory or machine) into working condition."
Commissioning an asset does not mean to ANNOUNCE that it will be functional at some point in the future, whether that proves to happen or not.
