The point is that one would design a totally different CPU for server vs. mobile with a different TDP target.
There's a reason Intel invested in Atom and doesn't use "core" processors in mobile phones.
I was at hotchips by the way. I don't think anyone expected a totally unknown Chinese company to field a competitive CPU. The presenter wasn't even there - he gave the talk via a phone call.
