the market demands a proper pps when there is actual profit being made regardless of how large the o/s is....at that point it is all P/E and market cap....not a bunch of speculation (although there will be speculation on how much they will profit in the future). I've done the math and anything under .02 or .03 is insanity at a 4 billion o/s
