I wonder if they are trying to get a preliminary injunction / temporary restraining order for something, which you can do without notice to the other party, and so intentionally chose a venue that would be hard for that other party to get to in time to defend against the action in front of the judge?

To be proper though one of these must apply:

47.011 Where actions may be begun.--Actions shall be brought only in the county where the defendant resides, where the cause of action accrued, or where the property in litigation is located. This section shall not apply to actions against nonresidents.
