It might be bullish to some people based on the production decrease. But big investors are having fun driving the price down due to all of the bad media articles. People are going to focus on the build and not realize the bulk of the build related to a large increase on imports.
I honestly don't understand why we have to keep importing so much foreign oil. Why doesn't the government provide some type of incentive for refineries to be built that use the light crude.
