The terms and conditions listed starting on page 4 of the letter from DWR haven't been met - therefore INCC/GPS doesn't have approval to divert water from the Huerfano River.

INCC/GPS doesn't have a well permit and they don't have a cultivation permit from Huerfano County.

INCC still has many hurdles to clear.

Plus, will the state of Colorado grant Uccello a marijuana cultivation permit with his shady background and lack of responsibility for his personal finances.
