Nope, pre/after market anyone can trade a stock on the Nasdaq, Dow or Amex (not penny stocks though). It opens at 7 AM EST (5 AM your time) and closes at 8 PM EST (6 PM your time). I believe you'd be in Mountain standard time? The thing is that pre and after market hours is not a true gauge of what the pps will be during market hours. It's close but not always right. For instance, after hours a company comes out with good earnings and the pps after market and pre market the following day is up 25%. Then when the market opens up it might only be up 15% or it could be up 30%. After and pre market trading volume is usually much lower than the days activity so it can be a gauge for the next day but not always 100% right.

So, you could trade your stock tomorrow morning well before the market opens if you saw it was up large and the Bid was there to fill your sell price.
