Believe it or not, I see this delay as a positive. Some internal politics going on, getting the issue further away from initial screw up. This puts a really strong squeeze on making a decision at that meeting. Otherwise the council will have to sit through presentations again to get the expenditure approved a second time and then the entire RFP process will need to be conducted again.
Waste of time and not worth political posturing. Remember the expenditure approval expires at the end of the month. Politicians hate repeating processes. Hence I now think we will see up or down vote, and most likely it will be an up.
Someone just made a very smooth move in delaying the vote to end of month. There will be no further extentions on voting. The squeeze is in play, I can see no alternative to approval. Unless the council likes extra trauma and work. And they don't. Polititions are lazy and will almost always take the easiest way out.
