No it states that it will be paid out during the term. But I think it is possible that it won't be a monthly or bimonthly payment but rather a performance based compensation up to $120 million. Otherwise why remove the monthly payment schedule???
"(a) NHS will receive a flat fee of $120,000,000 over the Term of the Agreement."
