The mark of a papal tiara with crossed keys indicates manufacture in central Italy, perhaps Rome, during the Papal States period (18th and early 19th centuries).

The objects in those photos are made of pewter, not silver. The other pewter in that group is French, so it may be that the syringe was made while the French controlled the Papal States.
