The question is WHY are they not initiating Phase II trials?

I can understand they may have difficult time getting subject for any given trials but JUST START THE DAMN THING TO BEGIN WITH.

THERE HAS TO BE SOME WAY TO HOLD THIS SCOUNDRELS ACCOUNTABLE
