Scottrade is Expensive (fee) compared to other brokers for penny stocks

It is an observation I have made with Scottrade in the past. I think it's because Scottrade got killed with commissions on big bundles back in 2008 and then changed the rules of their billing so as to not get caught with their pants down during naked short sales of penny stocks full of fraud and SEC investigations.
