That's one reason.

It does appear that they are trying to slow their rate of dilution leading up to the SHM in a desperate attempt to keep this stock above a penny on Aug 22.

The other is that they've got either a Reverse Split or a new increase in the A/S coming up, and they need to delay that until after the SHM.

Probably minutes after. And SHM itself will be filled with promises that nothing of the kind is about to occur, complete with dismissive insults towards anyone who suggests that it is.

And the longs won't mind a bit.
