I can only go by what was told to me by the city finance director. She says there is a balance left on the loan that BioNitrogen cannot get because the deadline to use the money has passed. She also said the loan comes due in September. I asked her what it meant that they had not received the money from the state as planned, and she says the loan is due in September no matter how they had to repay it. The city finance director ought to know about the conditions on the loan...don't you think?
