Look up FMCKJ or FNMAS
You'll find a 2/3 vote of preferred holders is required before a redemption at less that redemption value can be done.
Separate vote for FMCKJ, FNMAS, and all the other ones.
Voluntary conversion is do-able, but they likely cannot realistically do an involuntary conversion.
