The Belize Petroleum Department is not corrupt. That would be fatal to any further oil exploration and investment in Belize. The corruption is in Treaty Energy in the form of fraud and thier refusal to follow the rules. Blackburn/Treaty and his pals are the crooks and there is a mountain of evidence to support that.
