Could be a huge potential for MVNO in Cuba

So QBAN is going to buy service from a MVNO who has bought their service from a real telecommunications company? Why wouldn't that MVNO just bypass QBAN and set up shop in Cuba and make more profit? Why doesn't Willie just bypass the MVNO and go directly to the telecommunications company and negotiate rates that would be better than the MVNO would offer? This doesn't look like much of a plan IMHO. Keep in mind QBAN plans on this happening through dilution and they still have some hefty debt from the previous scams they have attempted.
