New, hidden feature in W10 - peer-to-peer updates distribution.
Windows 10, by default, will download updates on your system and distribute the updates to other machines on your lan and on the internet.
You can change the setting to not do this or to only do this for your lan. It is turned off if you specify that your network connection is metered. This feature is buried in the documentation.
This probably violates my ISP agreement as it states that I can't run a server services on my connection. I have my own webhost service for that.
