The MMAR was set up to fail. The MMPR was set up to both destroy the problems created by the MMAR as well as create a for profit industry to attempt to stop what was an otherwise inevitable proliferation of small-scale cannabis growers.

The problem is too many so-called and self-proclaimed 'activists' confuse legitimate critiques of the system with their own anti corporate kneejerk confirmation bias. 97% of 'dispensaries' are for-profit corporations, too

The reality is, the general public will support 'legalization' only if it means the government controls all aspects of production and distribution very tightly. The hippie pipe dream of fields of marijuana in their backyard will never come to fruition.
