Is there such thing as steady capitulation ? Capitulation , by definition, is high volume and panic selling that causes sharp declines, neither of which are happening here.

In any case, capitulation generally signals a bottom.

Do you really think volume of 20k/day (max) really signifies the true value of a stock? This stock will only be traded at true value once volume 10Xs. Otherwise, it's just a bunch of small traders guessing a price. These daily shifts mean absolutely nothing in the long-term. Now if MSLP, never gets to 10x volume...then people here are at the whims of these small traders.

It's why uplisting is of crucial importance. It won't happen before 1H'16 and definitely won't happen until they have 4 consistent quarters of positive levered cash flow unless they want to leave $$ on the table.
