The thing is... is that level of medical cleanliness really all that necessary? Sure, it's great, but... people have been using cannabis not grown by people in NASA suits for thousands of years and have not been dying of any related complications. It might just be an issue of the government over regulating as a way of creating a new, expensive threshold meant to keep some out of the market, namely, small money.
