The "dividend" was actually a redemption of a special class of shares that were issued several years back, in lieu of a dividend. When SIAF redeemed the shares, it appears that different brokers handled it in different ways, leading to the differing dates that people received the "dividend" payment.
The fact that most brokerage firms have now redeemed the shares, and paid the dividend to holders, indicates that SIAF clearly provided the funds for payment of the dividend, and there are other issues if some brokers have not done so at this point.
Not sure what those issues are, but I think it is a bit unfair to blame SIAF at this point, when every broker but one has apparently figured out how to take care of this for their customers.
