Having a fundamental understanding of the Hacker culture is important here.
1. DEFCON is more of a party for hackers than a "conference".

2. Hackers are more interested in the hardware to make their "job" easier.

3. Having to PAY to speak is their way of raising money by putting the "speaker" in a classroom HOPING someone shows up to listen - NO Guarantees

4. Finally - it's been acknowledged that THERE ARE NO BUYERS here...
