What is there to say he has not been the whole time?

Pretty standard practice nowadays without a precedent to link that as a crime under Section 17(a)2 or 3. Or 10-5(b) or Rule 5. Devices to deceive and misrepresent positions for profit.

Then again, what have legal precedents meant around here anyway? They are just ignored.
