City Needs Well Upgrades

The Fort Stockton City Council met on July 2 to discuss funding repairs to two city water supply wells. City Manager Raul Rodriguez said that upgrading wells, pumps and electronic controls would take both money and time. He expects the demand for city water to increase with higher temperatures and drier conditions.
“This is money we really don’t have,” said council member Billy Jackson, referring to the off-budget, urgent maintenance problems.
The city’s four production wells at its Old Alpine Highway well field have had on-going problems. Now only two smaller capacity wells and one larger capacity well are operational. The larger well needs to have its electronic controls upgraded to be fully operational.
“We’re one lightning strike away from being in really bad shape for providing water to this community,” Mayor Chris Alexander said.
Rodriguez said that STW Resources, which is leasing space on the city’s well field, has offered to fund the repairs in exchange for water. The city does not use its entire permitted capacity. Rodriguez said that any water that STW procures would be for in-county municipal use. He and the council did not discuss who the end users, presumably STW’s customers, might be.
STW currently has two uncompleted and plugged wells on the city well field. The company is having a third well drilled. It has been trying to access the Capitan Reef formation in that location and intends to assess the water quality and quantity that aquifer could produce.
Council member Frank Rodriguez (no relation to the city manager) said he would like to see a detailed proposal from STW. Council member Ruben Falcon made the successful motion to explore STW’s proposal. It is likely that the council will see a proposal at its next regular meeting on Monday.
Jackson said that he wanted there to be a Plan B and suggested that ballpark estimates of submersible pump installations be obtained. Alexander agreed with considering more than one option.
